ALERT – Joint declaration ahead of the vote on UNSC resolution on preventing and countering the financing of terrorism

The United Nations’ Security Council (UNSC) is about to vote a resolution on counter-terrorism measures, which will probably affect NGO operations on the field. INGOs along with Coordination SUD (the French network of NGOs) made a common declaration before the resolution is voted.

The signatories remind that humanitarian organizations are fully committed to implementing due diligence, monitoring and reporting processes to prevent aid diversion or misappropriation by parties to conflict. However they are concerned about the current draft of the resolution on preventing and countering the financing of terrorism that is being negotiated this month at the UNSC.

Some measures risk impeding and criminalizing humanitarian and medical activities. It is therefore important that the UNSC resolution contain strong wording requiring States to apply counterterrorism measures in compliance with their obligations under international humanitarian law and to not impede humanitarian and medical activities.
